The Supreme Audit Office has decided to launch an ad hoc inspection to assess drug safety in Poland. The decision was made after an analysis of significant threats to the protection of citizens' health, including problems related to access to medicines and the functioning of the pharmaceutical sector.

Scope of control

The audit will cover key areas of the pharmaceutical system, including:

  • Reducing the number of pharmacies and limiting access to medicines for patients,
  • Illegal export of drugs abroad,
  • The activities of the Main Pharmaceutical Inspectorate and the Provincial Pharmaceutical Inspectorates,
  • The lack of a Ministry of Health strategy for the pharmacy sector, including the actions of the Drug Policy and Pharmacy Department.

In addition, the NIK will analyze the irregularities pointed out in the Constitutional Court's September 18, 2024 ruling on the provisions of the July 2023 law known as "Pharmacy for the Pharmacist 2.0," which were found to be inconsistent with the Polish Constitution.

Post-inspection conclusions and pharmacy administration

NIK will also check whether previous post-inspection recommendations are being implemented, which, as indicated, remain mostly unfulfilled despite the passage of several years. NIK inspectors will also examine the correct implementation of the tasks entrusted to the Supreme and District Pharmacy Chambers in the course of administrative proceedings concerning licenses to operate general pharmacies.
