Nurses and midwives with new powers

The Draft Regulation of the Minister of Health amending the Regulation on the list of active substances contained in drugs, foodstuffs for special nutritional purposes and medical devices prescribed by nurses and midwives, as well as the list of diagnostic tests to which nurses and midwives are authorized to issue referrals, has been submitted for consultation.

The amendment to the regulation is aimed at:

- Harmonizing the provisions of the Regulation of the Minister of Health of January 18, 2018 on the list of active substances contained in drugs, foodstuffs for special nutritional purposes
and medical devices prescribed by nurses and midwives and the list of diagnostic tests for which nurses and midwives are authorized to issue referrals with the provisions contained in the Regulation of the Minister of Health of September 24, 2013. on guaranteed services in the field of primary health care, by allowing persons working in a medical entity providing primary health care services to implement a new service entitled My Health - Health Balance of an Adult in terms of issuing referrals for, among other things, biochemical
and immunochemical tests in blood serum, viz: thyrotropic hormone (TSH), alanine aminotransferase (ALAT), aspartate aminotransferase (ASPAT), total PSA in men, gammaglutamyltranspeptidase (GGTP), lipoprotein A,

- Improving accessibility to health services provided by nurses and midwives, without the need for a medical visit by the recipient, by allowing authorized nurses and midwives to issue referrals for the aforementioned examinations,

- Enable midwives to issue referrals for serum biochemical and immunochemical tests, i.e.: blood levels of total cholesterol, LDL-cholesterol, HDL-cholesterol, triglycerides, which will contribute to increasing public access to diagnostic and preventive health services,

- Allowing midwives to issue referrals for serum biochemical and immunochemical tests, i.e., thyrotropic hormone (TSH) testing, will help improve access to health services provided by midwives to pregnant women, including the management of physiological pregnancies, without the need for a medical visit by the recipient and the implementation of services under the organizational standard of perinatal care.

The proposed regulations will contribute to increasing the accessibility of health care services for recipients, including, among others, the Adult Health Balance, as well as improving the professional status of nurses and midwives, as confirmation of their level of education, acquired knowledge and professional experience.
