Certificate from the Patient Ombudsman: faster access to treatment and rehabilitation

Those who have received benefits from the Medical Event Compensation Fund can count not only on financial support, but also on additional entitlements. The new solution gives the opportunity to receive health services and pharmaceutical services out of turn, based on a special certificate issued by the Patient Ombudsman.

Patients injured as a result of medical events have an additional entitlement - a certificate allowing faster access to health care services and pharmaceutical services. This document is issued by the Patient Ombudsman at the request of a person who has received a benefit from the Medical Event Compensation Fund (MCCF).

- We want people who have been injured as a result of medical events to be able to receive the health care they need more quickly and easily. That's why, in addition to the financial benefit, we provide them with additional support in the form of a certificate entitling them to use services out of turn. This is real help in accessing treatment and rehabilitation," stresses Bartlomiej Chmielowiec, Patient Ombudsman.

The certificate can be obtained by submitting an application during the benefit procedure, usually together with the main application, or at the latest by the time the decision is issued. Its validity can reach up to 5 years - the duration is determined on an individual basis and depends on the assessment of the patient's condition by the FKZM Team.

What entitlements does the certificate give?
With the document, the patient can bypass the waiting queue:

  • Take medical advice, including from a specialist,
  • perform diagnostic tests,
  • undertake rehabilitation,
  • Fulfill the prescription at the pharmacy.

Health services should be provided to the patient immediately, on the same day. If this is not possible, the medical facility must offer the nearest possible date, regardless of the queue. In the case of outpatient specialty care, the deadline must not exceed 7 working days from the request.

The obligation to honor certificates rests with medical facilities and pharmacies. If they refuse, the patient has the right to report the matter to the Patient Ombudsman.

The new solution is designed to make it easier for injured people to access necessary health services, which is particularly important in the treatment and rehabilitation process.
