Important changes in health care for Ukrainian citizens

On Tuesday, September 30, 2025, the amended provisions of the speculative law on assistance to Ukrainian citizens take effect. They include, among other things, access to health care services for those who are not insured in Poland, but their stay under the law is legal and they have so far been entitled to publicly funded medical services.
According to the amendment, as of that date, people over the age of 18 lose their right to a number of benefits, including:
- spa treatment and rehabilitation,
- administration of drugs under the health policy programs of the Minister of Health,
- Participation in health programs,
- curative rehabilitation,
- dental treatment,
- drug programs,
- Emergency access to drug technologies,
- services related to the transplantation of cells, tissues and organs,
- endoprosthesis and cataract removal procedures,
- reimbursed medicines, medical devices and foodstuffs for special purposes,
- The supply of medical devices and their repair.
What you need to know:
- Children under the age of 18 retain the right to the benefits listed above.
- If the patient reaches the age of 18 during the course of benefits, treatment will continue until completion.
- If treatment begins before September 30, 2025, benefits are provided until the end of therapy.
Important!
Special attention should be paid to the issuance of prescriptions. As of September 30, 2025, for Ukrainian citizens over the age of 18, who are affected by the provisions of the special law, prescriptions should be issued with full payment (100%). The issuance of a reimbursed prescription to an unauthorized person is associated with sanctions under the Drug Reimbursement Law.
The eWUŚ system
The eWUŚ system has been adapted to the new rules. It has introduced age-based designations for benefit entitlements for Ukrainian citizens.
