A primary care medical center has an obligation to provide real telephone contact with the registrant, according to a ruling issued in late April by the Regional Administrative Court in Warsaw. The court confirms the position of the Patient Ombudsman in this case. According to the verdict, patients should be able to call the registration without hindrance.

In 2022. The Patient Ombudsman investigated one family clinic on this issue. At the time, he found that patients had very limited opportunities to call the registration desk at this facility: only one in five calls was answered there. Patients had great difficulty signing up for a medical appointment. In the Ombudsman's opinion, this practice violated patients' collective rights.

The Provincial Administrative Court had no doubts about the correctness of the Ombudsman's decision in this case. According to the current legislation, patients should be guaranteed the opportunity to call the primary care registry without undue delay. Restrictions in this regard - as in the case at hand - are unacceptable and evidence of a practice by a medical institution that violates the collective rights of patients.

Earlier, in 2022, the Regional Administrative Court in Warsaw stressed in its ruling that the failure to provide patients with viable telephone contact with the clinic violates the patient's right to health services provided with due diligence.
