As emphasized by the Minister of Health, PLN 12bn was originally allocated for increases in six months. This gives an annual amount of PLN 24 billion.
- We have received information that these funds will not cover the salary increases in all hospitals. We came to the conclusion that some of the smallest district hospitals really cannot financially cope with the obligation to finance all salaries. We directed another stream of nearly 350 million five-month, or over 700 million a year - mentioned the head of the Ministry of Health.
After discussions with the hospital community, a decision was made to introduce further instruments to improve the financial situation in hospitals.
- The first decision concerns an increase in the valuation of internal medicine, emergency rooms, admission rooms as well as night and holiday medical assistance - indicated Minister Adam Niedzielski.
- Internal medicine services are settled in various departments, incl. in cardiology or neurology. Their valuation is very difficult. The action, which we are introducing from October 1, is to help these institutions survive until we have reliable valuations - indicated the president of the National Health Fund, Filip Nowak.
In turn, the SORs are to modify the components of the daily flat rate. Significant increases in valuations will apply to advice from higher categories (including activities related to supporting vital functions, extended diagnostic imaging or artificial ventilation - editor's note). In emergency rooms and in night and holiday medical assistance, flat rates for base rates will be increased.
The second decision concerns the introduction of a restructuring instrument to support especially the smallest hospitals.
- Looking at the financial situation, especially in those smaller hospitals, where the ratio of services provided to employed personnel is definitely unfavorable, we have prepared a special solution. This is a restructuring instrument that will be regulated over the next nine months, said the Minister of Health.
The money will go to those entities in which the change in the valuation of benefits was less than 16 percent, i.e. the national average. The amounts are to complement this average. The instrument will enter into force on October 1. Its value is PLN 470 million.
