Central queue to the doctor. The president has signed the law on Central Electronic Registration

The President signed into law September 26, 2025, a bill that introduces Central Electronic Registration (CER), a single nationwide system of applications and waiting lists for selected healthcare services. The new solution is expected to make it easier for patients to register, improve queue management and increase transparency of available appointments with healthcare providers.

The President signed into law a bill dated September 26, 2025, amending the Law on Publicly Funded Health Care Services and Certain Other Laws. The amendment creates the Central Electronic Registration (CER), which is expected to revolutionize the way medical services are enrolled and queues are managed in the public health system.

CER will be a single nationwide system of requests for health care services and a central waiting list common to all providers. It will replace the existing separate queues maintained by each facility. The new system is to be implemented gradually and will cover the benefits indicated in the Health Minister's decree. In the first stage, the possibility of a central record will cover 12 categories of health benefits.

How does CER work?

The system will function both for patients reporting for the first time and for those continuing treatment. In the case of continuing treatment, the rules remain the same - the appointment will be set by the provider in accordance with the patient's treatment plan, and the appointment information will go into the admission schedule visible in the system. Patients continuing treatment will not be placed on the central waiting list.

For patients enrolling for the first time, the basis will be the so-called "central application" - a statement of intent to receive a benefit. These will be available for submission:

  • directly with the provider (in person, by phone or electronically),
  • Through the Internet Patient Account.

In the application, the patient will be able to specify the criteria for the selected service. Once the appointment is set, he or she will receive confirmation of the appointment, including if the appointment is changed or canceled.

The law also provides for the implementation of a voice assistant tool. Voicebot will remind of an upcoming appointment, confirm the patient's attendance, and, if necessary, reschedule or cancel the appointment by making the appropriate notification in the system.

Amendments to other laws

The introduction of CER involves the need to adjust regulations. Law:

  • sets out the obligations of healthcare providers, the rules for calculating projected waiting times and the consequences of not applying the new regulations,
  • Amends the Law on the Health Care Information System,
  • makes changes to the Pharmaceutical Law - including expanding the data included on e-prescriptions to include information on medical assistants authorized to issue them and modifying the data on paper prescription information.

When will the new regulations come into effect?

The law contains transitional and adjustment provisions. It will take effect on January 1, 2026, with exceptions provided for in the regulation.
