Changes in medical records

The draft regulation of the Minister of Health amending the regulations on medical records implements the authorization contained in Article 30(1) of the Law on Patients' Rights and Patients' Ombudsman (Journal of Laws 2024, item 581). It amends the regulation of April 6, 2020. (Journal of Laws of 2024, item 798), bringing it in line with the regulations governing electronic medical records of emergency medical teams.
The new regulations stipulate that:
Medical records in emergency medical services
- The medical emergency card and the air medical rescue team medical card will be produced in the Command Support System of the National Emergency Medical Service and made available as electronic medical records.
- Emergency medical teams will be given the right to review previous patient charts if necessary for their tasks.
Release of documentation
- The amendment makes it mandatory to make records available through an Internet Patient Account (IKP).
- At the request of the patient or authorized persons, the documentation will be able to be printed by the emergency medical team or its dispatcher if it is not technically possible to print it at the scene.
Transition period until December 31, 2025.
- Until then, records will be able to be maintained and accessed according to the existing rules, allowing ICT systems to be adapted to the new requirements.
The regulation will enter into force 14 days after the date of promulgation.
