Dental Committee of the NRL appeals to the MZ regarding guaranteed services in dental treatment

The Dental Committee of the Supreme Medical Council has issued an appeal to the Health Minister. The issue is the regulation on guaranteed benefits for dental treatment, which went into effect on January 3, 2025.

The Dental Committee of the Supreme Medical Council calls for the following changes to the regulation:

Pantomographic photograph

The pantomographic radiograph (as defined in Appendix 1 to the Regulation, Table No. 1 "List of general dental services", item 63, column 4) is not a dedicated or working tool in endodontic treatment. It is mainly used for planning prosthetic restorations.

The possibility of taking a pantomographic image should not depend on the specialty of the provider, but only on the advisability of taking it, which should be decided by the attending physician.

Overdenture total upper denture

The name "overdenture total upper denture" used in the regulation is misleading to beneficiaries.

There are no clearly defined guidelines as to whether such a prosthesis should be equipped with ground attachments, as well as definitions of residual dentition.

The Commission points out the need to clarify the procedure and develop detailed guidelines.

Pricing of new dental services

The regulation in effect since January 3, 2025, which lacks a valuation of the new dental services, prevents their inclusion in the catalog and implementation.

The committee is calling for a recommendation to the President of the National Health Fund to set the minimum size of a FTE in dental contracts at 20,000 billing points per month (with 30 hours of work per week) in all ranges of services.

Disparities between provinces

The NFZ President's Order No. 105/2023/DSOZ of July 5, 2023 abolished the previously applicable imputed FTE size, leaving the decision to set it to the directors of the NFZ's provincial branches.

This has resulted in significant and unjustified disparities between provinces that need to be standardized and regulated.
