Draft on raises approved in MZ version

The extraordinary subcommittee that worked on the citizens' draft amendment to the minimum wage law on Thursday completed its work, adopting amendments by the Health Ministry that completely change the demands of the applicants.

The Health Ministry announced as early as April that there was no agreement on the provisions of the draft - firstly because there is no money for them, i.e. 10-15 billion zlotys a year (15 billion zlotys is the version in which all nurses raise their qualifications and hospital directors obligatorily have to move them to a higher group). The ministry has proposed a slight adjustment to the ratios in groups six and five, as well as imposing an obligation on hospitals to recognize the qualifications they have, but only if their upgrading is done at the behest or at least with the consent of the employer.

After nearly three hours of discussion, in which it was argued, on the one hand, that the MZ's proposals completely change the meaning and purpose of the draft, and on the other hand, that the draft itself - whether in the citizen's version or the ministry's version - is being pushed against the position of the social side, i.e. the trade unions and employers' organizations of the Council for Social Dialogue, the subcommittee adopted the draft with ministerial amendments.

In the draft approved by the subcommittee, the coefficients are to be:

- as of January 1, 2025:

Group 5 - 1.1

Group 6 - 1.02

- as of January 1, 2026:

Group 5. - 1.15 

Group 6 - 1.08

- This means that increases in these groups would occur five times in two years. In July 2024, January and July 2025, and January and July 2026," explained Deputy Minister Kos.

Anticipated costs:

from January 1, 2025 to June 30, 2025 - about PLN 1.16 billion

From July 1, 2025 to December 31, 2025 - approximately PLN 2.65 billion

From January 1, 2026 to June 30, 2026 - approximately PLN 3.58 billion

July 1, 2026 - December 31, 2026 - approximately PLN 2.16 billion 

For the period from January 1, 2025 to December 31, 2025, the labor factor for 2025 is to be applied, with the lowest salary for the period from January 1, 2025 to June 30, 2025 being calculated as the product of the labor factor and the amount of the average gross monthly salary in the national economy for 2023. In 2026, from January 1 to June 30, the amount of the average salary for 2024 will be taken into account. "As of January 1 of a given year, the average salary for the previous year is not yet known," the MZ explains. The amount of the average salary is provided by the CSO, for the previous year, in February.
