Government passed bill: data on beds, equipment and staff in one system

A new central ICT system will enable the ongoing monitoring of hospitals' resources - from the number of beds and staff, to blood or medical gas stocks. The government has passed a bill to establish a Provider Potential Register (EPS). The system is expected to become operational in 2027.

July 15, 2025. The Council of Ministers approved a draft law amending the Law on the Health Care Information System and the Law on Civil Protection and Defense. The draft was prepared by the Ministry of Health and aims to improve the management of health care resources - both in the day-to-day operation of the system and in emergency situations.

Under the terms of the law, there will be a central ICT system called the Provider Potential Register (EPS). It will allow real-time monitoring of material and human resources in health care. As the drafters stress, the system will not collect patients' medical data.

The new solution is expected to significantly improve the organization of pre-hospital care. Thanks to current knowledge of available beds and the capabilities of individual facilities, it will be possible, among other things, to reduce refusals to admit patients to hospital emergency departments and reduce unnecessary transports between hospitals. The EPS system will also allow for a more efficient response during pandemics, natural disasters or military actions.

Key features of the EPS system:

  • Collecting data on the number of hospital beds, the availability of medical personnel, the state of infrastructure,
  • Monitoring of material resources, such as medical devices, personal protective equipment, medical gases, blood and its components,
  • Automatic data extraction from existing hospital systems, which will reduce the burden of reporting duties on staff,
  • The ability of the National Emergency Medical Service to report the need for hospital beds.

The obligation to submit data to the system will apply to providers who provide 24-hour and inpatient health care services. The system is scheduled to be implemented on January 1, 2027.

During the press conference, government spokesman Jan Szłapka stressed that the new system is crucial to the smooth operation of health care, especially in emergency situations, and its implementation is a step toward a more modern and resilient health care system.
