The government has passed a bill amending excise taxes on tobacco products, novelty products and electronic cigarette liquid

According to the Prime Minister's Office, the tobacco and novelty excise tax rate increases introduced in 2021 (the so-called excise roadmap) have proven insufficient in the face of two key factors:
- Consumers' purchasing power is growing year after year,
- Needs to reduce price differences between tobacco products.
The new regulations are aimed at:
- Making the excise roadmap more realistic by increasing excise tax rates on tobacco and novelty products (heated tobacco products),
- Expanding the scope of the excise roadmap to electronic cigarette liquid,
- Reduce price differences in tobacco products in Poland compared to other European Union countries,
- Reducing the economic availability of tobacco products and their substitutes, which is expected to lead to a reduction in the consumption of these products, especially among young people.
The existing tax rates will be in effect until February 28, 2025. As of March 1, 2025, the new excise tax rates will take effect.
