The Health Minister's draft regulation provides for an increase in the flat rate per beneficiary in the mental health centers pilot program - from PLN 75.74 to PLN 82.55. The change - in line with the recommendation of the Agency for Health Technology Assessment and Tarification - is to take effect on July 1, 2025, and represents a 9% increase in funding.

The most important change is an increase in the lump sum per beneficiary - from the current amount of PLN 75.74 to PLN 82.55. This decision is a result of the recommendation approved on June 25, 2025 by the Minister of Health by the President of the Agency for Health Technology Assessment and Tarification (Recommendation No. 72/2025), which indicated the need to increase the level of funding for services in the CZP pilot program.
According to the draft, the revised rate will apply to services provided as of July 1, 2025. To this end, a transitional provision has been introduced that explicitly allows the new lump sum value to be used from the beginning of the second half of 2025.
The rate increase is intended to bring funding in line with the current costs of providing services under the CZP pilot and to ensure the stability of the mental health centers in the following months of the program.
