Health Ministry abolishes function of Plenipotentiary for Forensic Psychiatry

The Official Gazette of the Ministry of Health published an Order of the Minister of Health dated November 7, 2025 revoking the Order on the Establishment of the Plenipotentiary of the Minister of Health for Forensic Psychiatry.
According to § 1 of the new order, the function of the Health Minister's Plenipotentiary for Forensic Psychiatry is abolished. Paragraph 2 indicates that the Health Minister's order of February 7, 2020, under which the position was established, is repealed. The document is signed by Undersecretary of State Katarzyna Kęcka, acting under the authority of the Minister of Health.
Until now, the position of Plenipotentiary was held by Prof. Janusz Heitzman - a renowned psychiatrist and long-time expert in forensic psychiatry.
The position of Supervisor of Forensic Psychiatry was created five years ago to strengthen supervision and coordination in the areas of forensic psychiatric opinion, patient safety and the operation of forensic psychiatry facilities.
