MZ: There is a draft regulation on pay rises

The purpose of the amendment to the regulation is the need to correct the mechanism of lowering the correction coefficients by adjusting it to the Act of May 26, 2022 amending the Act on the method of determining the lowest basic salary of certain employees employed in healthcare entities and certain other acts (Journal of Laws of 2022, item 1352), as well as the recommendation issued on the basis of this act by the President of the Agency for Health Technology Assessment and Tariff concerning the increase in the level of financing of healthcare services.
Change introduced in §16 para. 4d of the Annex to the Regulation of the Minister of Health of 8 September 2015 on general terms and conditions of contracts for the provision of healthcare services (Journal of Laws of 2022, item 787, as amended), specifies that the coefficients indicated therein are the corrective remuneration applies to the increase in base salaries, determined on the terms set out in the Act of 8 June 2017 on the method of determining the lowest base salary of certain employees working in healthcare entities (Journal of Laws of 2021, item 1801, as amended) .), in the wording given by the Act of May 28, 2021 amending the Act on the method of determining the lowest basic salary of certain employees employed in healthcare entities and certain other acts (Journal of Laws of 2021, item 1104). The above is related to the adopted in the above-mentioned recommendations as a mechanism of transferring funds to increase the lowest basic salary through an increase in the valuation of individual benefits.
Changes introduced in §16 sec. 4g and 4h are intended to eliminate the current doubts as to their application by specifying that the reduction of the correction factor is proportional to the share of the value of health care benefits to which the increase referred to in paragraph 1 relates. 4f points 1-5 in this agreement without taking into account the value of the correction factors.
The added provision of §16 para. 4i of the Annex to the Regulation will allow to solve the problem of the value of correction coefficients in contracts that have been partially terminated or partially expired.
