New rules for financing POZ. NHF introduces incentive bonus and lump sum for coordinators

On January 19, 2026, the President of the National Health Fund signed Order No. 8/2026/DSOZ, which amends the regulations on the terms and conditions for the conclusion and implementation of contracts for the provision of health care services in the type of primary health care, effective from March 2025.
As indicated in the justification, the changes are the result of agreements conducted with the community of providers executing contracts in POZ. They are aimed at clarifying and modifying the principles of financing coordinated care, particularly in terms of the work of coordinators and incentive mechanisms.
One of the most important changes is the introduction of a quarterly incentive bonus, which depends on the level of coverage of the population with services provided under the entrusted budget of coordinated care. This solution is intended to encourage providers to actively cover patients with comprehensive care and increase its availability.
The second major change is the introduction of a lump sum for the care coordinator, which will be due to providers in the first six months of implementation of services financed by the coordinated care entrusted budget. This is expected to facilitate the organization of new work models and ensure financial stability during the initial period of coordinated care implementation.
The order also provides for a change in the way the coordinator's performance rate is calculated to better reflect the scope and nature of the coordinated care duties.
The new regulations will apply to the billing of services provided as of January 1, 2026, while the order itself takes effect the day after it is signed.
