NFZ: The planned revenues in 2023 are PLN 144 billion

Next year's revenues of the National Health Fund were determined at the level of PLN 144.16 billion. The main source of the Fund's income are health insurance premiums. For 2023, they are planned at the level of PLN 134.547 billion (over 93% of total revenues). What is worth noting - the Fund will achieve a dynamic increase in revenues practically only thanks to an increase in the health insurance premium paid through the Social Insurance Institution. The value of contributions flowing through KRUS, despite inflation, will hardly change.
During the discussion, the deputies asked about the distribution of funds between the various segments of the system. They pointed out (Zdzisław Wolski, Lewica) that while the hospital budget is to increase by 25% year on year, expenditure on primary care will only increase by 9%. - and this despite the expansion of primary health care tasks, including the introduction of coordinated care (the government's information on planned changes in primary health care is scheduled for Thursday in the Sejm). They were also asked when the funds from the Medical Fund would be released, whether the increase - by 70 percent. - outlays on AOS will also mean revaluation of valuations, without which it is difficult to assume a radical increase in the number of services performed in the public system. Czesław Hoc (PiS), MP, pleaded for higher expenditure on palliative care and hospices. As he said, there is no doubt that at the moment they can only operate because they raise funds outside the public payer, for example from donations.
A separate thread of the discussion was the deteriorating staff situation of the National Health Fund, resulting from the freezing of the payroll fund in this institution, whose administrative costs for 2023 were set at 0.39 percent. the entire budget. MEPs drew attention to the absurdity of a situation in which a payer with a huge budget loses the fight for specialists (for example, doctors) with entities which he controls and with whom he signs contracts. The Health Committee has promised to support the management of the Fund in their efforts to improve the situation.
