NIK: "Sick" spending by the Health Care Authority

Nidzica ZOZ deserved a negative assessment by NIK auditors due to the improper spending of money from the Warmian-Masurian Voivode transferred in 2020-2021 by Nidzica County to fight Covid-19.
As the NIK points out, they were to be used primarily for two main tasks - starting a temporary hospital and providing it with 50 places with ventilators and another 40 places in the old hospital building. As much as 13% of the funds allocated for this purpose from the District's coffers, or more than PLN 1 million, were spent in contravention of the contract concluded with the District.
In addition, from the so-called segregated account (intended to transfer funds from the District to the Temporary Hospital), Nidzica ZOZ made transactions not related to the contract with the District - a total of more than PLN 500 thousand.
The ZOZ director gave unreliable data in her reports to the district and the governor on the status of performance, including failing to report on the inability to bring in, install and commission the purchased elevators and telephone exchanges by the dates specified in the contract with the district.
It also failed to post mandatory information and documents on the BIP. Despite obvious reasons, it did not apply to the governor for permission to temporarily suspend the operation of some hospital departments.
In addition, she certified that copies of invoices were consistent with their originals, even though the copies differed from the originals.
The HCA's financial plans did not include funds received from the District, which was also an incorrect action.
The Supreme Audit Institution made 10 requests to the institution, including the correction of settlements with the district, the accuracy of status reports, the accuracy of financial plans, the carrying out of a physical inventory of the ZOZ's fixed assets and the strengthening of supervision of the ZOZ's various areas of operation.
