PPOZ: Night and holiday care requires repair for years, but the patient must be responsible for the efficiency of the system!

Staff shortages, lack of adequate funding and overconsumption by patients in the provision of advice - according to the doctors of the Alliance of Healthcare Employers - are the most serious obstacles to the implementation of the pilot program in the field of healthcare services provided by the first contact platform and emergency medical centers.

- Taking the position that the area of ​​night and holiday assistance has been in need of repair for years, we take the published draft regulation as the starting point for working out good, beneficial changes in this area, at the same time we declare the will to cooperate closely in this area - emphasizes Bożena Janicka, president Healthcare Employers' Agreement.

The draft regulation on a pilot program in the field of healthcare services provided by the first contact platform and emergency medical centers is intended to be a remedy for deficiencies in the health care system, and at the same time hope for patients in the evening and night hours as well as on Sundays and holidays.

- The PPOZ doctors have thoroughly analyzed the submitted project and the greatest surprise (in the context of the recent campaign against teleporadom in primary care !!!) is based on ... teleporting services provided in the evening and at weekends! At the same time, we believe that this is the right direction, both in POZ and NPL (Night and Christmas Healthcare), which allows to specify the health needs of the patient while providing medical support to people who require it - emphasizes Bożena Janicka.

In the opinion of the PPOZ - it is very important that the Ministry of Health decided to carry out a pilot, which, during the analysis of the existing situations, will allow for further modification of the directions of activities and refinement before a nationwide change in this area.

- When analyzing individual provisions, we notice plans to extend the scope of guaranteed services to include a midwife's advice, but there is no indication of the scope of tasks and the role of the midwife in emergency care. We are also concerned that the provision of emergency services by the medical center in the field of night and holiday health care as well as in the field of paediatrics, orthopedics and traumatology of the musculoskeletal system or general surgery (66 procedures in total) - which is definitely to discolor the HEDs - will not be realistic with the current staff shortages (in particular paediatricians, surgeons, ...). What's more - there will be duplication of responsibilities (e.g. with HEDs) - emphasize the PPOZ doctors.

Working on changes in the organization of health care, the health care center has for years indicated the need to involve the patient in the health care system as well!

- Our many years of experience show that both HEDs and NPLs are abused by patients, and the advice given to them does not always result from a sudden deterioration of health! Today, in the above-mentioned project, the only regulator of using the advice is the queue and the waiting time of up to 4 hours. We believe that other demand regulators should be considered in order to limit overconsumptionism to actually medically justified advice and involve the patient in the responsibility for the functioning and efficiency of the system - says Bożena Janicka, declaring the will to cooperate with PPOZ in developing the most beneficial and at the same time real changes in the area of ​​night and Christmas help.
