Provincial Monitoring Centers. Draft regulation submitted for consultation

"The expected effect is the identification of 16 WOMs, one from each province, which will monitor the quality of oncology care within the oncology network within a province," reads the Implementation Impact Statement.
The function of Provincial Monitoring Centers will be performed in a given province by entities that, in addition to qualifying for the highest level of the oncology network (SOLO III), have the highest percentage of realized healthcare services in the province in the areas referred to in Article 8(1) of the Law on the National Oncology Network (i.e., surgical treatment, chemotherapy and other methods of systemic treatment, and radiation oncology therapy), in relation to the realized services in this area in a given province by all entities qualified for SOLO III level.
The tasks of the Provincial Monitoring Centers include:
- Collaborate with primary care providers in oncology care in the process of organizing prevention, diagnosis and post-treatment care for oncology;
- Preparing annual reports on the availability of oncology care services;
- Preparing analysis of data obtained from the NSO system enabling verification of quality indicators of oncology care;
- Providing training on cancer prevention, diagnosis and treatment;
- Monitoring the conduct, quality and effects of health programs on cancer prevention.
The draft regulation implements the reform objectives enshrined under Milestone No. D7G in the National Plan for Reconstruction and Resilience Enhancement (NPP).
