The OJ. MZ published an order of October 16, 2025 on the establishment of a Team to develop an electronic card for mandatory immunizations. This is another step toward digitizing the health care system and modernizing vaccination records.
The work of the team will be supervised by Dr. n.o. Katarzyna Kęcka, Undersecretary of the Ministry of Health. The team will be headed by Paweł Grzesiowski, MD, Chief Sanitary Inspector, and his deputy will be Anna Baumann-Popczyk, MD, Director of the Department of Public Health at the Ministry of Health.
The team will include representatives from key institutions responsible for public health and the digitization of health care, including the Ministry of Health, the Chief Sanitary Inspectorate, the e-Health Center and the National Institute of Public Health PZH - PIB.
Objectives and tasks of the team
The team is primarily tasked with developing the concept of an electronic card for mandatory immunizations, which will be integrated with existing medical records. The card is to contain data on all mandatory immunizations and allow linkage to such documents as:
- Certificate of qualifying examination for vaccination,
- A referral to a specialized clinic,
- reporting an adverse vaccine reaction (NOP).
The team will also prepare proposals for stages of digitization and integration of the system, as well as solutions to ensure data interoperability - so that immunization information can be securely exchanged between medical registries and public databases.
Another component of the work will be the development of legal regulations and technological solutions necessary for the creation and implementation of a new electronic vaccination card system.
Implementation date
The team will end on the date of approval of the draft electronic card by the Minister of Health, but no later than April 30, 2026. This means that work on the new system is expected to be completed within the next few months.
Digital vaccination card - a step towards modern prevention
The introduction of an electronic immunization card is expected to facilitate both the work of medical personnel and the daily functioning of patients. Instead of paper certificates and vaccination cards, all data is to be available in digital form - in the e-health system. This will give doctors and parents quick, secure access to vaccination histories, and the state up-to-date data on the population's vaccination rate.
