The NRL appeals to the National Health Fund to revise the valuation of surgical and conservative dentistry services

In connection with the completion of the work of the Agency for Health Technology Assessment and Tariffication on the valuation of a part of the dental services catalog and the update of the valuation of amalgam-free fillings, announced in the draft regulation of the Minister of Health, with the update of the valuation of amalgam-free fillings, the Presidium of the Supreme Medical Council appeals to the President of the National Health Fund at:

immediate, simultaneous change of the valuations included in the final AOTMiT Report and 6 conservative dentistry services:

23.1502 -Complete preparation and reconstruction of the tooth loss on 1 surface,

23.1503 -Complete preparation and reconstruction of the cavity on 2 surfaces,

23.1504 -Complete preparation and reconstruction of a large cavity on 2 surfaces,

23.1505 -Complete preparation and reconstruction of the cavity on 3 surfaces,

23.15037-Complete preparation and reconstruction of the damaged angle in the incisors,

23.1108 - Filling the defect in the crown of a milk tooth.

In the opinion of the Presidium, the NRL mentioned in the Regulatory Impact Assessment of the above-mentioned of the draft ordinance of the Minister of Health, the amount of PLN 21 million. to cover the difference between the standard of amalgam fillings and improved glass ionomer fillings will be only a cosmetic change and will not ensure both the necessary profitability of the provision of the above-mentioned services, and thus the profitability of contracts, as well as the correct relation between the point valuation of conservative services and the new valuation of surgical and periodontal services.

The works of AOTMiT provided the necessary data to immediately correct the valuation of fillings. Estimates of personnel, seat and infrastructure costs determined in the course of the Agency's work, supplemented with material costs that can be quickly calculated, characteristic of the above-mentioned conservative services, constitute an excellent basis for issuing the proposed ordinance of the President of the National Health Fund - emphasizes the NRL.

Therefore, the Presidium of the NRL calls for urgent work on the correction of the valuation of surgical and conservative dentistry services, in connection with the planned withdrawal of amalgam fillings. The entry into force of the new valuation of dental fillings should take place at the same time as the new valuation of dental surgery services already developed by AOTMiT. Maintaining the already shrinking base of service providers requires resolute and coordinated actions, especially in the context of the expected significant increase in the cost of maintaining medical facilities and the systemic underestimation of dental services.
