There will be increases for employees of medical entities operating in the form of a budgetary unit

According to the Decree of the Council of Ministers of September 13, 2022 on the amount of the minimum wage and the amount of the minimum hourly rate in 2023 (Journal of Laws, item 1952), the minimum wage from January 1, 2023 is PLN 3490, and from July 1, 2023 it will be PLN 3600. The obligation to set an employee's salary at least at the level of the minimum wage results from the provisions of the Act of October 10, 2002 on the minimum wage (Journal of Laws of 2020, item 2207).
Pursuant to Article 9(1)(3)(a) of the 2023 Budget Law of December 15, 2022 (Journal of Laws of 2023, item 256), the average annual rate of increase in wages in the state budget sphere is 107.8%.
In connection with the announcement of the President of the Central Statistical Office on the average salary in the national economy in 2022, dated February 9, 2023 (M.P., item 171), as of July 1, 2023, the guaranteed amounts of the lowest basic salaries referred to in the Act of June 8, 2017 on the manner of determining the lowest basic salaries of certain employees employed in medical entities (Journal of Laws of 2022, item 2139) will increase.
The above results in the need to amend the table of monthly basic salary rates, set forth in Annex No. 1 to the Regulation of the Minister of Health of July 17, 2014 on the conditions of remuneration for work of employees of medical entities operating in the form of a budgetary unit (Journal of Laws of 2022, item 1530, as amended).
In order to enable employers to set an employee's salary at least at the level of the minimum wage, in the annex to the draft regulation, the minimum amounts of basic salary in grades I-XX are from PLN 3490 to PLN 3870 (currently from PLN 2810 to PLN 3190), respectively, while the maximum amounts of basic salary are from PLN 5000 to PLN 10600 (currently from PLN 3550 to PLN 9250).
The proposed amendments will allow the basic salary of employees to be increased by the average annual salary increase rate for employees in the state budget sphere provided for in the Budget Law for 2023 as of December 15, 2022.
The increase in the maximum rates of basic salary will also allow the lowest basic salaries of medical professionals and core business employees other than medical professionals employed in medical entities operating in the form of a budgetary unit to increase as of July 1, 2023, in accordance with the Law of June 8, 2017. on the manner of determining the lowest basic salary of certain employees employed in medical entities (Journal of Laws of 2022, item 2139, as amended) in connection with the announcement of the President of the Central Statistical Office on the average salary in the national economy in 2022, dated February 9, 2023, which amounted to PLN 6346.15.

The draft regulation stipulates that the increased rates of basic pay will be effective as of January 1, 2023.
