Unclear regulations after NHF order. Physiotherapists demand urgent clarification

The president of the National Council of Physiotherapists has sent a letter to NFZ President Filip Nowak, asking for urgent clarification on the application of the new regulations introduced by Order No. 106/2025/DSOZ. The document changes the rules for the implementation of contracts in the field of inpatient rehabilitation and, as pointed out by health care providers, raises significant interpretative doubts.
Most questions concern the implementation of home physiotherapy services to patients living in a different province than the one in which the entity has a contract with a provincial branch of the National Health Fund. The problem is particularly acute for facilities operating in border areas of provinces, which for years have been providing care to patients from neighboring regions.
It is currently unclear whether providers should continue to treat such patients or terminate services. The situation of people from outside the province who are already on waiting lists for home physiotherapy also remains unclear.
In a letter to the NFZ, the NIF asked for clarification, among other things:
- Whether providers should terminate services provided to patients outside the province,
- How to deal with patients from outside the province already on waiting lists.
The physiotherapists' self-government stresses that obtaining unambiguous guidelines will unify the way services are delivered across the country and ensure the safety of both patients and providers.
