During a meeting between the Federation of the Zielonogórskie Agreement and representatives of the Ministry of Health and the National Health Fund on September 29, 2025, three key issues were discussed: Ordinance 79/2025 on the financing of coordinators in POZ, the implementation of the FEnIKS program, and the automation of reimbursement.

The most emotional issue was Order 79/2025 of the President of the National Health Fund. The document was to go into effect on October 1, 2025, but was introduced without consultation with the family doctor community. The funding change in its current form reduces the resources allocated to the coordinator function in primary care.

In practice, this would mean a significant slowdown in the development of coordinated care, especially in small towns and rural areas. In a broader perspective, this could inhibit the process of inverting the pyramid of benefits and weaken the role of PCPs as the foundation of the health care system. The biggest sufferers would be patients - the main beneficiaries of the positive changes introduced in recent years.

During the talks, it was agreed that the entry into force of the ordinance is postponed by a month. October will be a period of operation under the existing rules. This is the time when all parties are to jointly prepare a proposal for a new optimal financing model. - This is a very important signal for the entire community of family physicians. Fortunately, our voice has been heard. We have time to work out such solutions that will reward facilities implementing coordinated care," says Jacek Krajewski, president of the Federation Porozumienie Zielonogórskie.

The talks also covered the implementation of the FEnIKS program and the automation of reimbursement. The social side stressed that the problems with the settlement of FEnIKS grants are much more serious than presented by the National Health Fund and require real support for providers. - The meeting showed that an agreement is possible for the good of patients. Both the Ministry and we want to look for solutions to maintain and develop coordinated care. We are continuing the direction of the inverted pyramid of benefits, in which POZ plays a key role," stressed Marek Twardowski, vice-president of the Federation Porozumienie Zielonogórskie.

Representatives of the Federation positively assessed the course of the meeting, pointing to the willingness of both sides to cooperate and dialogue. It is clear that the goal remains to develop the best solutions - both for the benefit of patients and for the stable development of primary health care.

The Federation will present specific proposals for change to the Ministry of Health and the National Health Fund in the coming weeks. The goal remains a health care system that gives Poles a chance to live longer in better health.
