It is a truism to say that we need dialogue in health care today as probably never before. There have already been difficult and breakthrough moments for the protection of health. It was at this point, in February 2005, that the Tripartite Team for Health Protection was established. At that time, a very important bill on state aid and restructuring of healthcare institutions was rejected. Unrest and protests grew among health workers. One of them was agreed between the Ministry of Health and the Presidium of the Tripartite Commission for Socio-Economic Affairs. And so the dialogue began.
Not so long ago, Minister Piotr Bromber summed up six months of his work in an interview with the journalists of Rynek Zdrowia: " I want to talk to anyone who wants to sit down at the table ".
Let me just remind you that the task of the Team is to develop a common position on matters important from the point of view of the interests of employees and employers, in the area of health protection.
The government party is represented by one representative appointed by: the Minister of Health, the Minister of Education and Science, the Minister of Family and Social Policy, the Minister of Finance, the Minister of Funds and Regional Policy and the Minister of Development, Labor and Technology.
Workers' side: represented by two representatives each designated by: Forum of Trade Unions, NSZZ "Solidarność" and the Polish Alliance of Trade Unions.
The employers' side is represented by two representatives each designated by: the Lewiatan Confederation, the Employers of Poland, the Polish Craft Association and the Business Center Club - the Association of Entrepreneurs and Employers.
Dialogue may look better and worse, but the fact is that it has been going on continuously in health care since 2005. And this gives hope today, in a situation where we have not yet " leave " crisis caused by the pandemic, and we have already faced another challenge, which is to protect the health of refugee patients from Ukraine.
The law on assistance to Ukrainian citizens in connection with an armed conflict in the territory of that country was passed and published in the Journal of Laws.
What's next?
There are no doubt many difficult questions that remain unanswered for the time being.
As an example, the position of the Team for Protective Vaccinations of the Minister of Health, who recommends protective vaccinations from the date of arrival to Poland in children up to 19 years of age, not vaccinated against infectious diseases, according to the Individual Vaccination Calendar (IKSz), established by the qualifying physician to be vaccinated on the basis of the Preventive Immunization Program for 2022
According to this position, people staying in our country for more than 3 months from the date of crossing the border are required to perform preventive vaccinations or have a vaccination confirmation in accordance with the current Protective Vaccination Program for 2022.
Well, what does it mean "vaccination confirmation in accordance with the current immunization program for 2022"? After all, we are aware that people escaping before the war did not collect medical records with them, if they had any at all. What about the situation that happened a few days ago in the primary health care center, when the child's mother told the doctor that the child had "some vaccinations ..." but does not remember what?
This is just one question, in the context of many others that will start to appear more and more often in public space. We will not be able to do without effective, calm and effective dialogue. It is not replaced by the best interpretations and interpretations of regulations. Only together the government, employees 'and employers' representatives can we cope with this difficult situation, sharing our experience and knowledge openly.
I believe that Minister Piotr Bromber will not only talk to everyone, but also about everything. Already over 17 years of functioning of the Tripartite Team for Healthcare, this gives hope ...
