A doctor working on a one-time contract will not be able to earn more than 38-48 thousand zlotys per month? Such, preliminary, proposals were presented by the Health Ministry at Monday's meeting of the Presidium of the Trilateral Health Care Team. A plenary meeting is scheduled for two weeks from now.

On Monday, the health ministry also presented directions for changes to the law on minimum wages in health care. Here there is no surprise: the ministry proposes to postpone the date of increases, or rather valorization, to January (starting in 2027), minimum adjustments to the labor coefficients in the "nursing" groups (5th and 6th). There is also no surprise at the position of the unions: there is no agreement on anything that would deprive employees of the benefits that flow from the current form of the law. However, the talks are just beginning.
The health ministry has put on the table - in line with the expectations of the social side, which both Health Minister Jolanta Sobierańska-Grenda and Deputy Minister Katarzyna Kęcka, who is responsible for the dialogue, have stressed very often in recent weeks - proposals to limit the maximum earnings of physicians: elimination of contracts settled on a percentage of the procedure, basing contracts on an hourly rate - initially a maximum of 1/20 of the minimum salary - and introducing the principle that a doctor on a contract must work at least the equivalent of one second of a full-time position. The basic CAP option would be - in the case of full-time work - about 38 thousand zlotys, and could be raised - in justified cases - to 48 thousand zlotys.
Representatives of the medical community to Monday's talks were not invited, and the first reactions and comments - here, too, it is difficult to speak of surprise - are not positive for the Health Ministry.
On November 18 a meeting of the entire Tripartite Team will be held, at which talks on medical salaries will continue, but also the problem of the crisis situation in the finances of the National Health Fund and its consequences for medical entities is to be discussed - the topic is to be the possibility of financing services (both those performed over the limit and those under contracts) in the third and fourth quarters of the year. The situation is particularly tense in Mazovia and Silesia, where there are not enough funds to secure the services contracted for the last months of the year, and every few days the topic of reducing contracts by several or even more than a dozen percent for November and December returns. In many other provinces the issue of settlement of unlimited services and drug programs is open.
