OZZL: The agreement does not solve the problem in Prokocim

In connection with the agreement that was concluded on the last day of last year between the TOC OZZL at the University Children's Hospital in Krakow Prokocim and the management of the hospital, ZK OZZL declares:
The above agreement does not in any way solve the problem of USD in Kraków-Prokocim, which was the reason for the dismissal of over 70 doctors from this hospital. This problem consists in a significant underestimation of health services provided by the hospital. This forces (subsequent) hospital management to drastically save money, mainly in employing a sufficient number of staff (including doctors) and undercutting employee salaries. We would like to remind you that doctors who quit their jobs received the minimum salaries provided for in the relevant act (currently for specialist doctors = 1.31 average salary in the economy for the previous year). The consequence is that the hospital lacks an adequate number of staff, which reduces the quality of medical care and may endanger the safety of patients. It also motivates the hospital not to provide some, especially low-valued services.
The agreement concluded, under which some doctors withdrew their notice, is intended to give the Ministry of Health and the National Health Fund a chance and time to review the valuations of all services provided by USD in Krakow and increase them accordingly. Doctors who left their jobs in Krakow and representatives of other University Children's Hospitals in the country - on December 2 last year asked the Ministry of Health and the President of the National Health Fund to increase the valuation of these benefits. However, this appeal was ignored and only on December 30 last year, Deputy Minister of Health Piotr Bromber, who met with doctors and the management of the USD in Krakow and representatives of the National Health Fund, declared that he would take steps to improve the valuation of benefits. For this reason alone - both the doctors and the hospital management agreed to a compromise agreement. Still, a group of several dozen doctors has not withdrawn their terminations and if there is no increase in the valuation of benefits, an agreement with these doctors may prove impossible, and their terminations will come into force on February 1, 2022.
The National Board of Human Resources Management appeals to the Minister of Health for decisive actions that would improve the financial situation of the University Children's Hospital in Krakow and other hospitals of this type in Poland. A few days ago, the minister presented a bill on the modernization and improvement of the efficiency of hospitals, the aim of which is to improve the financial situation of Polish hospitals. It would be strange and incomprehensible if a minister who declares a desire to repair the entire hospital system in our country and proposes extremely complicated and costly measures for this purpose, did not want to take advantage of the simple step of making the valuation of services provided by children's hospitals more realistic, which would prevent their further debt.
