A draft Regulation of the Minister of Health amending the Regulation on conditions of remuneration for work of employees of medical entities operating in the form of a budgetary unit has been sent for public consultation. According to it, base rates would increase by about 20%.

"The amendment to the regulation introduces a modification of the monthly rates of basic salary (...). The current rates of basic remuneration need to be increased to take into account the amount of the minimum wage, as well as the average annual wage growth rate in the state budget sphere," the Regulatory Impact Assessment reads.
In accordance with the Decree of the Council of Ministers of September 14, 2023 on the amount of the minimum wage and the amount of the minimum hourly rate in 2024 (Journal of Laws, item 1893), the minimum wage from January 1, 2024 is PLN 4242, and from July 1, 2024 it will be PLN 4300. The average annual rate of increase of salaries in the state budget sphere, excluding persons in state management positions in accordance with the Budget Law for 2024 of January 18, 2024 (Journal of Laws, item 122) is 120 percent.
The proposed increase in monthly basic salary rates also takes into account the guaranteed amounts of the lowest basic salaries referred to in the Act of June 8, 2017 on the manner of determining the lowest basic salaries of certain employees working in medical entities (Dz. U. of 2022, item 2139), which will increase as of July 1, 2024 by approximately 12.75% in connection with the announcement of the President of the Central Statistical Office of February 9, 2024 on the average salary in the national economy in 2023 (M.P. item 110). The average salary in the national economy in 2023, according to this announcement, was PLN 7155.48.
Increase the minimum and maximum monthly rates of basic remuneration assigned to each grade in Annex 1 to the Ordinance in order to adjust the monthly rates of basic remuneration of employees of medical entities operating in the form of a budgetary unit to the provisions of the Ordinance of the Council of Ministers of September 14, 2023 on the amount of minimum remuneration for work and the amount of the minimum hourly rate in 2024 and the average annual salary increase index in the state budget sphere provided for in the Budget Law for 2024.
The minimum amounts of basic salary will range from PLN 4190 to PLN 4640, while the maximum amounts of basic salary will range from PLN 6000 to PLN 12,720.
This means that the minimum and maximum amounts of monthly basic salary rates will increase by about 20 percent in all categories of classification.
