Capitation rate of prevention promotion coordinators

Order no. 5/2022/DSOZ of the President of the National Health Fund of 05.01.2022 amending the ordinance on the conditions for the conclusion and implementation of contracts for the provision of healthcare services in the field of primary healthcare:
Pursuant to Art. 102 paragraph 5 points 21 and 25 and article. 159 paragraph 2 of the Act of 27 August 2004 on health care services financed from public funds ( Journal of Laws of 2021, item 1285 , as amended [1]) is as follows:
§ 1. W ordinance No. 160/2021/DSOZ of the President of the National Health Fund of September 30, 2021 on the conditions for the conclusion and implementation of contracts for the provision of healthcare services in the field of basic health care, after § 48 § 48a is added as follows:
“§ 48a. Until March 31, 2022, the capitation rate referred to in Annex No. 1 item 6.1 to order [ie. PLN 20 - note ed.] , concerns the task of the coordinator related to the promotion of prophylaxis, referred to in § 3 sec. 2 point 2. ”.
§ 2. The order shall enter into force on the day following the date of its signing.

Justification:
This ordinance of the President of the National Health Fund amending the ordinance on the conditions for the conclusion and implementation of contracts for the provision of healthcare services in the field of primary healthcare is the implementation of the authorization contained in art. 159 paragraph 2 of the Act of 27 August 2004 on health care services financed from public funds (Journal of Laws of 2021, item 1285, as amended).
In connection with the preparation of the health care system for the full implementation of coordinated care in primary health care, a decision was made to implement changes gradually, both in terms of organizational conditions for the implementation of contracts and their financing. The intention of the proposed provision (§ 48a) is to adopt a solution according to which, until further changes are introduced in the development of coordinated care (their implementation is planned no earlier than after the first quarter of 2022, due to the need to amend statutory provisions), the rate capitration referred to in Annex 1, item 6.1 of the amended ordinance No. 160/2021/DSOZ will concern the task of the coordinator related to the promotion of prevention, i.e. coordinating the recruitment process of beneficiaries to preventive programs and inviting beneficiaries eligible for a given program. Other POZ tasks, so far carried out by service providers, will be financed on the terms specified before the entry into force of this act.
