Changes to the pilot program in mental health centers

In the draft ordinance, § 4 of the ordinance concerning the pilotage period was amended. Changes to the content of § 11 of the regulation were also introduced, which are aimed at ensuring that entities located in the area included in the pilot program are able to provide healthcare services in the ranges indicated in the pilot regulation under subcontracting with a given mental health center, under the conditions corresponding to the provision of services specified in the contract for the provision of healthcare services concluded by a given entity with the National Health Fund.

So far, the obligation to present the terms of subcontracting has not been articulated in the provisions of the regulation. The objective of this action is to guarantee good conditions for cooperation by entities in a given area.

Another significant change is the need for the service provider referred to in § 7 sec. 2 of the Regulation, which does not have a stationary 24-hour emergency care unit carried out in the place where services are provided as part of the reporting and coordination point. In the case of a new method of calculating the lump sum, it is necessary to exclude from the present case the application of the provisions of § 21 and § 22 of the Regulation to entities for which the formula for calculating the lump sum was applied (changes proposed in these paragraphs respectively).

Additionally, taking into account the fact that mental health centers provide care to the population living in the indicated area, in order to ensure the provision of healthcare services in a comprehensive manner on the basis of cooperation between entities, it was justified to introduce changes to § 24 of the regulation.

Mental health centers and existing subcontractors should ensure adequate access to primary psychiatric care in the area. The amended regulation proposes to extend the list of pilot providers to include 6 new service providers, along with the indicated number of population to be covered. In addition, taking into account the developed organizational standards in mental health centers, it was decided to introduce Annex 1a to the regulation, indicating the recommended minimum team of specialists for a center with care of 100,000. population
