Central e-registration with new deadline. Health ministry extends pilot

The Health Ministry has published a draft amendment to the regulation on the pilot program of central electronic registration for selected health care services - primarily for outpatient specialized care and selected health programs. The current regulations provide for the end of the program's implementation phase at the end of June 2025. The new draft envisages extending it by six months - until December 31, 2025.
What is changing?
The extension of the program entails changes to other elements of the program - including the evaluation schedule. According to the new draft:
- The evaluation phase will last 2 months (instead of 4), and will end by February 28, 2026;
- The e-Health Center will have only one month (counting from the end of the implementation phase) to prepare the final report;
- The National Health Fund will submit its assessment of the pilot's results to the Minister of Health within the next two months.
At the same time, the draft allows contracts to be concluded between the National Health Fund and program implementers until December 1, 2025, almost to the end of the implementation phase. Open recruitment of implementers will also be possible until that date. The purpose of these changes is to ensure ongoing entry and updating of data on available appointments in the P1 System.
Facilities for implementers
The rules for accounting for the last month of program implementation have also been modified. Instead of detailed verification of fulfillment of obligations by implementers, it will be sufficient to submit an appropriate statement about:
- Placing patients without assigned appointments on the admission schedule,
- maintaining the order of application and
- Informing patients of the assigned dates.
New data and new lump sum rules
The draft regulation also expands the scope of data submitted by the e-Health Center to the National Health Fund - there will be, among other things, an obligation to provide information on:
- Performing HPV HR test and LBC cytology in women with positive HPV HR test.
In addition, the rules for calculating the one-time lump sum for providers who did not provide benefits covered by the pilot in 2023-2024, but will begin providing them in 2025, have been updated. The change does not affect the program's budget, and allows the lump sum to be paid to new implementers as well.
