The proposed regulation specifies the framework program of courses, the manner of conducting examinations to end the courses qualifications of teaching staff, and specimens of certificates of completion of courses authorizing the position of medical dispatcher, the position of provincial coordinator of emergency medical services, and an in-service course for medical dispatchers.
Adequate reception of the call, interviewing and dispatching of the medical rescue team requires proper preparation of those performing these tasks. The implementation of courses by the National Emergency Medical Service Monitoring Center, based on the framework programs of courses, will allow those in these positions to have uniform knowledge and qualifications.
This is aimed at improving the quality of the tasks performed. Unified preparation for the tasks of these positions is an important part of the functioning of the State Emergency Medical Service system.
In accordance with the law, the courses will be conducted by the National Emergency Medical Monitoring Center. The course curriculum will be developed and updated in accordance with the progress of knowledge by a team of experts appointed by the Center. Each course will end with a theoretical and practical exam and the issuance of a certificate of completion. According to the law, the examination of knowledge and skills covered by the course program consists of a theoretical and practical part. The examination of the theoretical part is conducted in the form of a test, which consists of a set of thirty questions. The exam can be prepared in electronic form. A positive result from the theoretical test is given to a passer who obtained at least 80% of correct answers - 15 - possible. On the other hand, the exam of the practical part is conducted in stationary form and consists of six simulated scenarios testing the practical skills of the passer. The final grade for the examination of the practical part is the grade resulting from the arithmetic average of the partial grades obtained from the individual members of the commission. The regulation also specifies the qualification of teaching staff to teach the courses. Classes of the course for the position of medical dispatcher, the course for the position of provincial coordinator and the medical dispatcher's in-service course are conducted by a system physician referred to in Art. 3 pt. 3 of the Act, a system nurse referred to in Art. 3 item 6 of the Act, or a paramedic with up-to-date knowledge and skills in the area covered by the program of the medical dispatcher course and with at least five years of experience in working as a medical dispatcher using the PRM SWD and at least two years using the integrated communications subsystem referred to in § 2 item 4 of the Regulation of the Minister of Health of July 3, 2019 on the Command Support System of the National Medical Rescue Service.
