Pharmacists are opposed to the annual fee

The Supreme Pharmaceutical Council is against the proposal to charge pharmacies, pharmacy outlets and pharmaceutical wholesalers with an annual fee. Such an idea is included in the draft amendment to the Pharmaceutical Law.

In the position published by the Presidium of the Supreme Pharmaceutical Council, we read that the idea is wrong, and the introduction of the levy will ultimately affect patients.

"Considering the current, very difficult economic situation of entities running generally accessible pharmacies and pharmacy outlets, caused by a number of legislative omissions, including the inappropriate regulation of the method of calculating and the amount of retail margins, the negative effects of introducing an additional annual fee will primarily affect patients, those obligated to pay fees will be forced to pass the costs of the new tax on to people using the services of pharmacies and pharmacy outlets, ”reads a letter published by the Polish NRA.

According to the draft amendment, the annual fee is to include the tax on permits and tax on income from activities covered by permits. According to pharmacists, the draft violates the constitutional principle of equality before the law and the prohibition of discrimination in the economic sphere. The Presidium appeals to the minister of health and the minister of justice to remove the disputed provisions from the draft amendment.
