Mental health centers pilot extended for six months

According to the current regulation, the provision of health care services under the pilot is possible until December 31, 2024. In order to implement the systemic solutions tested under the pilot into the mental health care system, it is necessary to extend the duration of the pilot by six months, until June 30, 2025. At the same time, on May 24, 2024, Recommendation No. 48/2024 of the President of the Agency for Health Technology Assessment and Tarification was published on changes in the manner or level of financing of health care services, including the lump sum rate per beneficiary, which requires implementation into the program.

The April 27, 2018 amendment to the Ministry of Health's regulation on the pilot program in mental health centers is aimed at extending the duration of health care services under the pilot program by six months, until June 30, 2025. The extension of the pilot program is necessary to implement and adapt the system solutions tested in the pilot to the mental health system.

Implementation measures will be taken based on the analysis of the pilot program indicators. It should be emphasized that during the implementation of system solutions to the overall adult mental health system, it is necessary to ensure continuity of health care services bearing in mind the population covered by mental health centers exceeds 50% of adults (i.e., people residing in the area covered by mental health centers).

At the same time, this amendment implements Recommendation No. 48/2024 of the President of the Agency for Health Technology and Tarification on changing the method or level of financing health care services, which results in an increase in the flat rate per population referred to in § 20(2) to PLN 75.74. The amended lump sum rate, applies to the settlement of services provided from July 1, 2024, so a transitional provision was introduced in the regulation, which allows the application of the new lump sum rate from July 1, 2024.
