A prescription for movement from the Ministry of Health

The purpose of the pilot program is to evaluate the organization and effectiveness of coverage of recipients with diagnosis and prevention of the most common health problems for which physical activity is recommended, supplemented by the implementation of individual training and nutrition programs tailored to the capabilities and needs of the recipient. The draft regulation proposes that the pilot program be extended to recipients who are at least 25 years old. Under the pilot program, health care services will be provided within the scope defined in Article 15(2)(1), (2), (5) and (9) of the Act of August 27, 2004 on health care services financed from public funds. The scope and type of health care services provided under the pilot program, the conditions for their organization, provision and the manner of settlement of these benefits, as well as the scheme of treatment of a beneficiary qualified for the pilot program are specified in the Annex to the Regulation.
It is assumed that the implementation period of the pilot program will cover:
1) the implementation stage of the pilot program, which lasts 24 months from the date of entry into force of the regulation;
2) the evaluation stage of the pilot program, which lasts 3 months from the date of completion of the implementation stage of the pilot program.
The implementation phase of the pilot program includes:
1) concluding contracts for the implementation of the pilot program with the National Health Fund, hereinafter referred to as the "Fund", no later than 6 months before the end of the implementation phase of the pilot program;
2) implementation of the program by selected implementers of the pilot program;
3) monitoring by the Fund of the implementation of the pilot program.
The implementer of the pilot program is a healthcare provider that meets the conditions for organization and implementation of the pilot program specified in the Annex to the Regulation and has entered into an agreement with the Fund for implementation of the pilot program. The entity required to implement, finance, monitor and evaluate the pilot program will be the Fund. It shall, as part of the evaluation stage of the pilot program referred to in § 3 item 2 of the Regulation, evaluate the results of the pilot program by preparing an analysis of the indicators of this program, as defined in § 8 of the draft Regulation, and shall submit this evaluation to the Minister of Health.
A movement prescription is primarily recommendations for a certain level of physical activity with a reference to specific movement workouts prepared by physical activity specialists, with the possibility of extending them to other activities of the recipient, using the solutions provided in the myIKP application.
Participation in the pilot program will be preceded by an assessment of the recipient's previous level of physical activity, health status and current capabilities.
The pilot program will include two modules. The first is stationary training by a physical therapist. The second module is the recipient's own work, for which the myIKP app is the tool. In addition, the recipient will have access to content on nutrition recommendations prepared for them (which they will receive both on the app and from a nutritionist) and other content on healthy eating and physical activity.
The pilot program will be implemented for 3 cycles of treatment with the recipient, lasting a total of 18 weeks. The selection of the range of activities and methods by the physiotherapist will depend on the health status and baseline fitness of the recipient (physical condition).
The progress of the recipient's results will be monitored, both by the myIKP app and the physical therapist himself throughout the project, recommendations will be updated and adjusted depending on the results achieved. Through participation in the project, the recipient will gain access to comprehensive monitoring of fitness and physical fitness, which will strengthen responsibility for their own health in the future.
It is expected that the effect of the measures taken under the pilot program will be to raise the level of physical activity and to adjust it adequately to the needs and capabilities of the recipient, which will further contribute to reducing the high social costs, but also the costs to the labor market for diseases already developed and to the Fund for possible hospitalizations or reimbursements.
