The president has signed the law on CMKP. What will change?

The President of the Republic of Poland signed into law November 27, 2024, introducing significant changes in the operation of the Medical Center for Postgraduate Education. The new legislation aims to create a single, coherent system of postgraduate education for the medical profession, integrating the existing activities of various institutions under a single entity.
Changes in the system of postgraduate education
The law provides for the abolition of the Center for Postgraduate Education of Nurses and Midwives, and its tasks will be incorporated into the CMKP. As a result, CMKP will be responsible for postgraduate education of doctors, dentists, nurses, midwives, pharmacists, physiotherapists, laboratory diagnosticians, paramedics and other health-related specialists.
The new regulations bring the functioning of CMKP in line with the rules of public academic universities, while taking into account the specificity of medical activities. Among other things, regulations have been added regarding the status of CMKP employees as academic teachers, and rules for the election and dismissal of the director of the institution have been specified.
New tasks
The law expands the catalog of CMKP tasks, taking into account, among other things:
- Organization of courses in emergency medicine for dentists,
- Conducting postgraduate training programs for nurses and midwives,
- The possibility of granting certificates of professional skills by the Supreme Medical Chamber and district medical chambers.
The regulations also specify the details of CMKP's charter and organizational structure, including how the Scientific Council is selected.
Amendments to other laws
The reform amends 21 other laws, including those related to the medical profession, treatment activities and the health care information system. Key changes include:
- The possibility for nurses and midwives to conduct vaccination eligibility examinations for children over the age of 9,
- Expanding CMKP's ability to conduct courses in family medicine,
- regulations on professional qualifications for nurses and midwives gained in the UK before Brexit.
