The aim of the pilot program being introduced for the use of electronic spirometers in primary health care and outpatient specialist care is to assess the effectiveness of the provision of services with the use of electronic spirometers as a tool enabling the remote functional examination of the respiratory system of a patient after the age of 18 and with a history of SARS virus infection -CoV-2, with diagnosed disturbances in the level of saturation and pulse, in order to detect potential disturbances in lung function monitored by:
1) primary health care physician - as part of primary health care;
2) a medical specialist in the field of pulmonary diseases or a doctor with a specialization in lung diseases, or a physician in the course of specialization in the field of lung diseases - as part of outpatient specialist care.
The pilot program will be implemented in three stages, which will include: the organization stage (during which the minister of health will purchase the devices, conduct a promotional campaign regarding their use and sign contracts with the implementers of the pilot program), the implementation stage (during which the selected implementers of the pilot program will perform health care services using electronic spirometers) and the evaluation phase of the pilot program (which will include the evaluation of activities included in the pilot program).
Healthcare entities implementing the program will receive electronic spirometers, which they will then make available to beneficiaries indicated in the project, thus enabling them to perform remote diagnostics. As part of the evaluation of the pilot program, both the quality of healthcare services provided in this scope, the satisfaction of recipients with the conducted research, and the impact of this solution on the functioning of healthcare entities will be assessed on the basis of questionnaires completed by beneficiaries and implementers of the pilot program, immediately after the provision of care is provided. health care using an electronic spirometer, posted on the DOM platform. The implementation of this program will require the implementation of additional functionalities within the DOM platform enabling the implementation of the pilot program.
Implementers of the pilot program will be selected in the recruitment carried out by the minister of health. Taking into account the open nature of the recruitment and the coverage of at least 1,000 beneficiaries by the program, it is possible to select offers from the entire territory of the country, taking into account factors such as the date of receipt of the offer and the declaration of the estimated number of beneficiaries reported by the provider to participate in the program. The adopted minimum number of beneficiaries covered by the pilot program is dictated by, inter alia, the planned purchase of 1,000 devices intended for the implementation of the pilot project.
