- At the moment, the financing of the Institute of Psychiatry and Neurology is done through loans from parabanks, but the essence and purpose of the change we are making is to switch the financing to an arranged relationship with BGK," said Health Minister Adam Niedzielski, referring to press reports about IPIN's difficult financial situation.

On Tuesday (28.03.) Adam Niedzielski met with the management of IPIN. As he said during a conference accompanying the opening of the Children and Youth Mental Health Center in Warsaw's Mokotow district, work on a restructuring plan is underway. In doing so, he confirmed that the institute is indeed taking advantage of the offer of parabanks.

- This loan is to provide financing and liquidity for the next five months. It is meant to be a space to find an agreement with BGK and smoothly transition from financing offered by parabanks to financing under a normal bank loan, the health minister pointed out.

IPIN's total debt at the moment stands at PLN 100 million. According to the head of the health ministry, the situation we face is the aftermath of more than 10 years of ineffective management of the unit. At the end of last year, the health ministry made an assessment of these actions.

- I formulated an assessment such that the management did not meet the goals that had been set. They were goals related to reversing the deterioration of the financial result, improving the scientific position and increasing the number of patients treated. The negative assessment translated into the decision to change the management, which I took in January. Since then, we have been working intensively to formulate a new, much more ambitious restructuring program in order to gain approval from the Bank Gospodarstwa Krajowego, with which we are in talks," said Adam Niedzielski.

The effects of the personnel changes are already visible, he added, and involve putting at least a few areas of activity in order. Meanwhile, the financial situation at other institutes also does not inspire optimism. This is the case, for example, at the National Institute of Geriatrics, Rheumatology and Rehabilitation in Warsaw.

- The situation at the institutes varies. We are looking at the marauders, i.e. those with the worst results and reviews. Both IPIN and the Institute of Rheumatology are among the infamous examples where the situation is bad. There is a plan for the Institute of Rheumatology, including investments," the health ministry chief said.

According to Adam Niedzielski, a positive development is that hospitals' debts are growing more slowly than their budgets. Maturing liabilities, on the other hand, remain stable.
