Electronic registry of paramedics will be created

The Draft Regulation of the Minister of Health on the Procedure for the Enrollment, Amendment and Deletion of Medical Rescuers from the Register of Medical Rescuers has been submitted for consultation.

Until now, due to the lack of an electronic registry of paramedics, it has not been possible to accurately determine the number of people authorized to practice this profession.

Currently, the provisions of the law provide for the establishment of a register of paramedics. The registry will be maintained in a teleinformatics system, the administrator of which will be the National Council of Medical Rescuers. The registry will be an analytical tool that will provide both current information on the number of paramedics, the ways in which the profession of paramedic is practiced, as well as the staffing needs of the profession in particular regions of the country. 

The registry will contain the data referred to in Article 140 of the Law. The data will be entered by the National Council immediately after a paramedic applies for entry in the registry and submits documents or copies of documents certifying the data referred to in Article 140 of the Law, but no later than 14 days from the date of receipt of such documents by the National Council. The draft regulation also provides for the possibility of applying for entry in the registry in electronic form using either a qualified electronic signature or a trusted signature. Along with the application, the paramedic will send electronically a digital reproduction of the documents certifying the data referred to in Article 140 of the Law.

The paramedic will indicate a mailing address or e-mail address and specify how he will be served with correspondence related to the registration.

If it is determined that the data or documents referred to in Article 140 of the Law need to be supplemented, the National Council will, within 14 days of receiving the request, summon the paramedic to supplement them within 7 days of receiving the summons. On the other hand, if there are reasonable doubts about the documents certifying the data referred to in Article 140 of the Law, the National Council will be able to summon the paramedic, within 14 days from the date of receipt of such documents, to submit explanations within 7 days from the date of receipt of the summons.
