The draft ordinance of the Minister of Health amending the ordinance on the organizational standard of perinatal care was submitted for consultation.

The subject of the proposed regulation is the amendment of the annex to the regulation by deleting in part IV "Antenatal education" in sec. 4 point 8. In the light of the above provision, one of the elements of the framework of antenatal education on childbirth is information about the possibility of depositing the fetal tissues, including umbilical cord blood, umbilical cord - in order to obtain stem cells.

The deletion of this provision results from the fact that currently the deposition of fetal tissues, including umbilical cord blood, umbilical cord in order to obtain stem cells is not currently a publicly funded service pursuant to the provisions of the Act of August 27, 2004 on benefits health care financed from public benefits (Journal of Laws of 2021, item 1285, as amended). It should be noted that in par. Part 4 of Part IV lists only the basic elements of the framework for antenatal education on childbirth, it is not a closed catalog. Therefore, the proposed amendment will not exclude the possibility of informing patients about this aspect, however, it will not be the basic element, and therefore the most important, in this part of the antenatal education framework program. The current wording of the provision may mistakenly suggest that the deposit of fetal tissues, including umbilical cord blood, umbilical cord - in order to obtain stem cells is one of the most important elements, even though it is not a publicly funded health service.
