- Public spending on health care was about 70 billion in 2015. In 2023, PLN 170 billion is planned. The methodology for calculating the share of outlays on health care was determined by agreement, Health Minister Adam Niedzielski said, referring to calculations by the Federation of Polish Entrepreneurs, according to which actual outlays on health care will reach 5.11 percent of GDP this year, while it was assumed to be at least 6 percent.

Recall, the statutory requirement is to finance health care at 6 percent of GDP in 2023, and 7 percent of GDP in 2027. The calculation method used by the Polish government is to relate the amount of outlays to GDP two years ago(t-2 shot). According to this counting method, outlays this year will amount to 6.46 percent of GDP. However, if we relate the amounts to the current year's GDP (such a take is considered conventional), we find that we reach a result of only 5.11 percent.

- We agreed on a certain counting methodology and it was agreed upon in the agreement signed by the residents. I would not like to discuss specific percentages here. The mere more than two-and-a-half times the 2015 baseline amount shows that increasing spending on public health care is a policy priority of the United Right government. This can be seen not only in the contracts that the National Health Fund offers, but also in the scale of the investment offensive that we are implementing with the Medical Fund, among other resources," said Adam Niedzielski.

As the head of the health ministry stressed, 7% of GDP by 2027 is not a free declaration, but a statutory requirement, the implementation of which is mandatory.
