The position of the COVID-19 Council is a disgrace of government experts!

Doctors of the Healthcare Employers' Alliance have carefully analyzed the position of the COVID-19 Council of June 22, 2022. - Our conclusion is one! This position discredits its authors as government experts - emphasizes Bożena Janicka, president of PPOZ.

The position of the COVID-19 Council - as its authors justify - is aimed at "improving the functioning of Primary Healthcare". Four separate pillars relate to: financing primary care, coordinated care, organization and running of Night and Christmas Medical Assistance, and regulation of remote counseling. The above-mentioned items show that the family doctor, before making a decision about the diagnosis and treatment of the patient, will have to consult the "coordinator", that the family doctor will be responsible for the care of patients in the "evenings" (round the clock !!!) and that counseling remote (more and more appreciated in the most developed countries) is to be a margin of POZ functioning.

- First of all: it is not known why and on whose order this position was developed. Its author is prof. Jacek Różański, clinician, nephrologist, transplantologist from PAM. A person who has possibly never worked in Primary Healthcare. Therefore, it does not know the specificity of the functioning of POZ. Secondly: the position was signed by prof. Horban on behalf of the COVID-19 Council. No other representative has signed this position, which is not surprising. After all, the COVID Council was not established to comment on the functioning of POZ. Third: the document is not so much a position as a collection of loose reflections by prof. Różański, concerning only some aspects, and not the entire functioning of POZ. In addition, without any reflection or, even worse, without knowing the solutions that the attempt to implement in POZ has been compromised in the past - see forcing GPs to provide round-the-clock care by the Minister of Health Leszek Sikorski - emphasizes Bożena Janicka.

As for the financing of PHC, the doctors of the Healthcare Employers' Alliance add that there are and are widely known ready-made scientific studies on the subject of mixed forms of financing.

- Apparently prof. Różański has not become acquainted with them so far. But he probably heard something about the so-called head supervision over primary health care units practicing in the vicinity of poviat hospitals. This supervision was mainly intended to force primary care physicians to obtain prior approval for this referral from the head of the ward before issuing a referral to the hospital. So far, no standard of supervision has been developed, nor has it been given a legal framework - comment the PPOZ doctors who sent their comments to Mateusz Morawiecki.
