The Presidium of the Supreme Medical Council expresses its concern about the possibility of a person with a master's degree in microbiology, biology or biotechnology becoming the head of the preparation department presented in the draft regulation. The staff shortages and difficulties related to the provision of staff with a specialization in line with the profile of a given department or studio, signaled in the justification to the draft regulation in question, cannot justify the introduction of the possibility of taking up the position of the head of the preparation department by people with a master's degree in natural sciences, including only during the period required work experience in the profession of only a minimum of 6 months in this department. On the other hand, in the case of the quality assurance department, a person having the right to practice the profession of pharmacist may take up the position of manager with the title of a specialist in line with the profile of this department. The position of the Presidency is that doctors or laboratory diagnosticians should be employed in the position of head of this department. A doctor in the position of the head of this department should be required to obtain a specialization within a specific period of time, e.g. up to 6 years from the appointment of the manager. The work experience in this department should be longer, because 2 months do not even give you an idea of the tasks of the quality assurance department and their complexity. It is proposed to introduce a period of at least 6 months, preferably 2 years of work experience in this department.

In the case of the head of the donor department, it is suggested that the work experience should be at least 12 months, because the head of this department, inter alia, is responsible for the consultations in the field of qualification and disqualification of blood donors in the area subordinate to the Center, which requires appropriate medical knowledge and practical experience. However, in the case of the position of a senior assistant in point 16, it is proposed to add a doctor who has the title of specialist in line with the profile of the department that was omitted in the project.
