The paramedics met with the leadership of the Health Ministry. They presented their demands

The 10 demands were made by trade unions and societies of paramedics during a meeting with representatives of the Health Ministry. The expectations include salary supplements, civil law contracts and amendments to the law on State Emergency Medical Services. The rescuers want to meet with the ministry's leadership again in three weeks.

The meeting, on behalf of the Health Ministry, was attended by Deputy Ministers Urszula Demkow and Wojciech Konieczny, as well as directors of four departments. However, the head of the ministry was missing. They held talks with representatives of 11 trade unions and societies that organize and represent the interests of paramedics. The organizations submitted 10 demands:

  1. Introducing a statutory obligation to pay a 30% allowance for work in the State Emergency Medical Service system (i.e., medical dispatch and ED/IP) and an allowance for work at night, Sunday and holidays (65/45% with compensation as of July 01, 2023,
  2. Urgent solution to the problem of providing health care services by paramedics on civil law contracts (sole proprietorship) in medical entities and allowing the practice of paramedic profession in the form of individual professional practice
  3. Amendments to the Law of December 1, 2022 on the profession of paramedic and the paramedics' self-government with regard to the addition of transitional provisions related to the assumption of the implementation of tasks by the future paramedics' self-government when it is constituted and the self-government bodies gain the capacity to implement statutory tasks,
  4. Addressing the lack of funding for the professional body of paramedics in its early stages,
  5. A systemic solution to the problem of the lack of opportunities for persons who graduated after the date of entry into force of the Act of December 1, 2022 on the profession of paramedic and the paramedic self-government (i.e., Journal of Laws of 2023, item 2187), - hereinafter referred to as the "Act on the profession of RM" and obtained a diploma to practice as a paramedic,
  6. To solve the problem of the lack of training opportunities to return to the profession of paramedic until the authorities of the RM self-government are constituted, and until the establishment of structures capable of carrying out the task of developing the program,
  7. Begin standardizing the process of providing medical activities in emergency medical teams,
  8. Begin implementation of the use of quality measures for the delivery of emergency medical activities in emergency medical teams and hospital emergency departments,
  9. Amendments to the Regulation of the Minister of Health of July 10, 2023 on the qualifications required of employees in specific types of positions in non-business medical entities with regard to including the profession of paramedic in the position of "head of the organizational unit of a medical institution" and "deputy head of the organizational unit of a medical institution."
  10. Begin the process of amending the Law on State Emergency Medical Services (including starting the process of organizing dispatchers of medical rescue teams based on a unified structure and organization (provincial medical rescue stations)).

The ministry's leadership addressed the demands, but according to the ratepayers, there was a lack of specifics as to when the demands made would be implemented. The organizations therefore requested another meeting with the ministry in three weeks.
