Recognition of nurses' qualifications - new regulations adopted by the Council of Ministers

The Council of Ministers has adopted a draft amendment to the Law on the Profession of Nurse and Midwife. The changes are technical in nature and are due to the need to adapt Polish regulations to European Union law on the recognition of professional qualifications. At issue are nurses from Romania.

September 9, 2025. The Council of Ministers has approved a bill to amend the Law on the Profession of Nursing and Midwifery, submitted by the Minister of Health.

The amendment is aimed at implementing EU regulations on the recognition of professional qualifications for nurses who have received training in Romania.

Key Solutions:

  • EU regulations require member states to recognize - on a grandfathered basis - the qualifications of European Union citizens who have completed their training as a general care nurse in Romania. This applies to some Romanian nurses who have completed their training to the level required in the EU.
  • These individuals will be able to practice the profession of nursing on Polish territory.
  • The procedure for recognizing the qualifications of nurses and midwives from other EU countries is carried out by the professional self-government of nurses and midwives.

The new regulations are expected to take effect the day after they are published in the Official Gazette.
