Zero seats at universities without a positive PKA opinion

In the draft, the Health Ministry enumerates majors with a zero seat limit. These include:
University of Kalisz named after President Stanislaw Wojciechowski, Poznan Academy of Applied Sciences named after Prince Mieszko I, Siedlce University of Natural Sciences and Humanities, Wroclaw University of Technology, Academy of Applied Sciences in Nowy Sacz, Academy of Applied Sciences in Nowy Targ, and the Bielsko-Biala branch of ŚUM.
The Health Ministry points out that the decision is related to concern for high quality education, and at the same time informs in the impact assessment that the regulation will be able to be amended if the universities receive a positive opinion from PKA. Is there a chance for this? Theoretically - yes. If only because - such fears are formulated by both representatives of the medical self-government and the OZZL Residents' Agreement - pressure may be exerted on the Polish Accreditation Commission to nevertheless "turn a blind eye" to at least some shortcomings. The report with the final results of the inspection in the form of an evaluation will most likely appear in August, so if some universities manage to pass the test, a possible amendment to the regulation will allow them to take part in recruitment - although it is difficult at the moment to decide how many applicants they will find after so much turbulence.
At the moment, the projected limit of total enrollment is 9636 places, including 6228 places for uniform master's degree programs conducted in the form of full-time studies in the Polish language for Polish citizens and foreigners, 1569 places for uniform master's degree programs conducted in the form of part-time studies in the Polish language (it is worth noting the withdrawal of UJ CM from conducting these studies, the project confirms the earlier announcement of the university) and 1839 places for uniform master's degree programs conducted in the form of full-time or part-time studies in a language other than Polish).
For studies in the field of medicine and dentistry, the projected limit of admission is 1366 places, including 822 places for uniform master's degree programs conducted as full-time studies in Polish for Polish citizens and foreigners, 256 places for uniform master's degree programs conducted as part-time studies in Polish, and 288 places for uniform master's degree programs conducted as full-time or part-time studies in a language other than Polish.
