During the General Congress of the Agreement of Healthcare Employers, Delegates adopted a common position on the introduction of the so-called "Integrated care". This position will be sent to the Minister of Health. - Forced by legal and financial mechanisms, as well as official orders, the consolidation of healthcare providers into large multifunctional teams is a reversal of the direction of reforms and the restoration of communist solutions, compromised in the public health care system !!! - justify PPOZ service providers, appealing to decision-makers to abandon the direction of the proposed changes in the organization and financing of primary health care!
The document adopted by the Council of Ministers, entitled "Healthy Future", recommends introducing the so-called "Coordinated care"
- The subtitle of the document suggests that this will contribute to the development of the system. Meanwhile, it is not known what this development should consist of, what its directions are to be and what health goals are to be achieved. The document is silent about this! Ministerial officials, the authors of the project, together with the national consultant in the field of family medicine, are only saying euphemistically that integrated care is a way of "taking better care of the patient". What does it mean? - asks Bożena Janicka, president of PPOZ, while emphasizing that "Zdrowa Przyszłość" in no way perceives positive values in the changes that have taken place in primary health care over the last 20 years.
- The sources of the failure of the current health care system are seen only in the organizational fragmentation of service providers and the breaking of functional ties between them. The panacea for these weaknesses is to be forced by legal and financial mechanisms to merge them into large, multi-functional teams that resemble the communist health care teams. For those who will not be able to join them, there will be no place in the public health care system! - comments the president.
The position developed during the General Meeting of the PPOZ is clear! No consent to point reforms, not consulted with the community they are supposed to concern!
- Such an approach is always disastrous! Not only does it not solve existing problems, but it also generates new ones. Therefore, the PPOZ appeals to decision-makers to abandon the direction of the proposed changes in the organization and financing of primary health care. That they do not reverse the direction of reforms. That they would not restore compromised solutions straight from the Polish People's Republic. The only "healing" solution is to develop strategies for comprehensive, not point-like, changes to the health care system. Moreover, for the reform to have a real chance of success, it must be carried out in consultation with the medical community! Forcing him with official orders to change the way of providing health services, and the rules for using them on patients will be counterproductive - justify the PPOZ doctors in their position.
