New Director General at the Ministry of Health

Rafal Główczynski is a legal counselor, a long-time official of the Ministry of Health and an expert in the area of supervision, control and compliance in public administration and the health care system. He has more than 15 years of professional experience in control, supervision, legislation and management in health care, complemented by postgraduate studies in management and finance in health care.

He began his career at the Podlaskie Regional Branch of the National Health Fund, where he worked as a controller. He has been with the Ministry of Health since 2014, when he joined the Department of Supervision and Control as a specialist. In the following years, he was promoted, completed his legal counsel training at the District Chamber of Legal Counsel in Warsaw, and in 2019 was appointed Deputy Director of the Supervision and Control Department. In 2024, he assumed the position of Director of this Department. Since 2019, he has been a dependent member of the Audit Committee of the Minister of Health, and since 2025, he has been a member of the Tarification Council under the President of AOTMiT.

At the Ministry of Health, he was responsible for exercising, on behalf of the Minister of Health, formal supervision including control and legal and organizational oversight over the operation of subordinate and supervised units, their management staff and property management. He supervised control activities at the national and EU levels, the NFZ controller corps, quality assurance and compliance processes, whistleblower protection, handling of complaints and requests, and inter-institutional cooperation, including with the Supreme Chamber of Control and the General Prosecutor's Office of the Republic of Poland. His duties also included analyzing the financial situation of medical entities and approving the financial statements of units supervised by the Minister of Health.
