A congress of the National Association of Employers of County Hospitals was held in Warsaw on Thursday. Before noon, it was hosted by Health Minister Izabela Leszczyna, who assured directors that they will not be left with the cost of increases, there will certainly be a higher-than-minimum variant chosen, although it cannot be assumed that, as in previous years, the National Health Fund will pay for all of the higher costs, but detailed amounts will be provided by the heads of the National Health Fund and AOTMiT, with whom a meeting is scheduled for the afternoon hours.
The directors, however, did not receive complete information. Instead, they heard that in the minimum variant, the costs of raises were calculated at slightly more than PLN 9 billion, which means that this year hospitals - only on this account - will receive slightly more than PLN 4.5 billion (a year ago the costs in the minimum variant amounted to PLN 7.5 billion).
OZZPS estimates that hospitals will need PLN 8.5-9 billion, or about PLN 18 billion per year, to realize raises for full-time and contract employees in the second half of 2025. - There is no agreement on our part that the raise will only be for full-time employees; that after three years there will be a change in the interpretation of the law and hospital directors will have to explain to the remaining contract workers that there will be no raises," said Chairman Waldemar Malinowski. The union had earlier appealed to Prime Minister Donald Tusk to guarantee money for the raises in the form of a targeted subsidy. - Money for this purpose is to be secured by the state, this follows from the law," he added, stressing that the organization had not received a response from the prime minister, while the letter had been redirected to the Health Ministry.
National Health Fund President Filip Nowak assured the directors, as did the Health Minister earlier, that the MZ will certainly not choose the minimum variant. At stake are - the maximum variant, which would mean practically doubling the amount provided for in the minimum variant, and the intermediate variant, which is estimated at PLN 12-14 billion. - We will also want to offer slightly higher funding to district hospitals, which are a very important part of the system," the NHF president added. The preliminary estimate for this allowance is one billion zlotys.
County hospitals want to draw public attention to the difficult and deteriorating situation of these facilities and have prepared a campaign about the importance and future of county hospitals. They remind the public that there are more than three hundred hospitals in Poland, which are used by some 7 million people annually. County hospitals usually operate internal medicine, general surgery, cardiology, orthopedics, pediatrics, gynecology and obstetrics. Their current debt exceeds 8 billion zlotys.
